On 28.11.2018, the Chief Manager (Security), Indian Rare Earths has filed a FIR in Manavalakurichi Police Station, Kanyakumari District, Tamil Nadu State, India, vide FIR no 165 dated 28.11.2018. The case was unauthorised entry of French Nationals in the premises of M/s. Indian Rare Earths Ltd., Public Sector Undertaking, Under the Department of Atomic Energy, Govt. Of India. On the insistence of Sandhya Ravishankar, the journalist Anand Kumar accompanied by 2 French nationals, claim that they are investigative journalists and they want to do a story on Beach Minerals mining. If they really want to do a story on beach minerals, why they are trespassing Atomic Energy Department Controlled area without any permission? The FIR also explains their unauthorised entry of Government Property and involved in Videography in Mining areas. Also the team has interviewed a few of the fisherman folk at Chinnavilai which comes under Govt. Property and photography/ Videography is prohibited. Also as per FIR the French Nationals were only holding tourist visa and has made an attempt to enter IREL Premises, where the area is declared “Prohibited Place”.

Sandhya Ravishankar made arrangements for french nationals to stay in a hotel in Kanyakumari and have given false name to the hotel authorities. They did not provide the required documents which is mandatory. The French nationals were on tourist visit and have violated the visa rules by recording pictures of highly secured area in Kanyakumari.

Due to non-co-operation by the IREL officials, the French Nationals visit became senasational issue. Also due to the French Nationals visit, tension prevailed in the non-working beach villages. By smelling the consequence of the incident, Sandhiya Ravishankar could able to make arrangements, for immediate withdrawal of French Nationals from the spot and also from the country. The French nationals escaped from Kanyakumari without even vacating their Room and Luggage. Thus the French nationals left the country before the case is booked against them. However Police could get hold of accompanying person Anand kumar. Police Investigations were carried out with the accompanying person Anand kumar and the police was in the verge of arresting the accompanying persons. But Sandhya Ravishankar once again could able to release the accompanying person with her journalist power (?) and also she could able to tweet with a courage that,

            “Heartfelt thanks to all those who called for Anand and Sriram. They have                        been released and have reached Chennai. Thank you for the Solidarity”.

Yes, Sandhya is so powerful and could able to intervene into the International Issue & Department of Atomic Energy Issue and released the accompanying person, by operating from Chennai. Perhaps, we can compare this incident with Bhopal Gas Tragedy.

Why Journalists colluding with Foreign Nationals ?

Previously Developed Countries, dominated Beach Sand Mineral business. India possess 14^thPlace. When Indian Producers started competiting with the developed countries, India came to 5^th Place. Sandhya Ravisankar joined this Gang through her close friend Radhika, daughter of Sundaram.  The above combo of Rivals against the Indian Beach Mineral Private Players, with the aid of Paid News Writer Sandhya Ravisankar and more freelancers, brings up False Allegation against the Beach Mineral Players in India, particularly against M/s.V.V. Mineral, as they are the biggest Competitor to the Overseas Beach Mineral Producers.  The ultimate motive, is to spoil the name of the Indian Beach Mineral Industry and to destroy the Indian business and to prejudice the judiciary, as well as, the Government against the Indian Private Beach Mineral Players. Sandhya’s Husband company M/s. Delta4cast has demanded, some contract in M/s.News-7 Tamil TV Channel, which belongs to M/s.V.V. Mineral Group of Company.  Since, Ravishankar’s demand was not complied with, both the husband and wife, started spreading false allegations and stories in multiple ways.  Thus the Personal Enemity also become vital reason. Sandhya Ravishankar has been continuously placing false allegations, against the Indian Private Beach Mineral Players, without any valid evidences and proof.  Already Sandhya published a false news in the Economic Times and when M/s.V.V. Mineral took legal action, the Economic Times published the following news.

            “CLARIFICATION:

            ET Magazine had carried a feature titled 'Scam on the Shores' in our edition dated February 1, 2015. The story was based on a PIL filed by Victor    Rajamanikam that had come up for hearing in the Madras High Court and the      figure of corruption of Rs 1 lakh crore was based on it and not independently       verified by us. The PIL is pending as on date, and the matter is sub judice.  There is no substantial information to establish any link between kidney ailments and mining. The state government has not issued any new licences  to VV Minerals but has only made inclusion in the old licences. The error is   regretted”.

M/s.Indian Rare Earth limited is a prohibited area and completely protected by the CISF. The French nationals along with the help of Anand Kumar and a local pastor record scenes of the facility and then move into villages to record more scenes for unknown reasons. Police is investigating the places visited by the French nationals.

The French nationals stayed in a hotel in Kanyakumari and have given false name to the Hotel Authorities. They did not provide the required documents, which is mandatory. The French nationals were on tourist visit and have violated the visa rules by recording pictures of highly secured area in Kanyakumari. In all Articles against the Indian Beach Mineral Industry, Sandhya is mentioning about violation of Rules, Regulations, Procedure, Act etc,. Does this Breaking of Law is not applicable to the Media Persons? Does Sandhya is exempted from this rules, regulations, procedures etc.?

No one knows, what the French Nationals are doing in India. They gave false identities, they recorded video and clicked pictures of vital installations, without the knowledge of concerned authorities. The French Nationals escaped from Kanyakumari, without even vacating their room and luggage.

The journalist Anand Kumar has been questioned by police, but he is not giving clear answers. Sandhya Ravishankar was success in gathering support from the Journalist Associations, to cover up her mistake of Assisting unknown Foreign Nationals, who were involved in recording videos of India’s Vital Installations.

What is the purpose of this visit? Why the French nationals escaped from the Kanyakumari without even vacating their Room and Luggage?

Although Sandhya Ravishankar is the brain for the above incident, why she has not visited Kanyakumari and she has operated from Chennai?

CBI or the National Investigation Agency has to enquire about this.

VV Mineral’s Eco-friendly mining method appreciated by Honourable Central Minister

An international Mining Exhibition was organized by Govt., of India, Ministry of Mines along with FIMI at Bangalore. Number of Govt., companies and private players installed stalls. VV Mineral also installed one stall and display products and shows its mining operation which is environmental friendly.  The Honourable Central Minister for Steel Shri. Niti Aayog CEO Amitabh Kant questions logic of mining bans amidst imports of the same minerals

Kant said importing minerals when there were ample reserves within the country made no sense.

Niti Aayog Chief Executive Officer Amitabh Kant, on Friday, questioned the logic of imposing bans on mining amidst imports of the same minerals.

Kant said mining technologies had tremendously advanced to take care of environmental and social concerns and hence there should be no fear over mining. He said importing minerals when there were ample reserves within the country made no sense.

“There is a ban on iron ore mining in Karnataka and so you are importing when you have your own iron ore. That makes no sense. There are various advance technologies now that allow absolutely safe ways to mine,” he said during an interaction with media on the sidelines of a conference on mining in Indore -- the fourth National Conclave on Mines and Minerals organised by the Ministry of Mines.

Mining in Karnataka and Goa, two states rich in iron-ore, a key ingredient for steel-making, has suffered severe damage in the last five years as Supreme Court came down on illegal mining and improper allocation of mines. On several occasions, the Court allowed mining with a cap on quantum of mining, resulting in production loss and denting of investor sentiment.

Kant called for major policy changes to allocation and operation of mines in order to attract private investment, pointing out that share of mining in India’s GDP was a mere 1.4percent. The share of mining in South Africa’s GDP is 7 percent, China’s is 6.5 percent and Chile’s is in excess of 10 percent, he said.

He said ‘Make in India’ was not possible till the country had ‘Mine in India’, referring to one of the flagship schemes of the Narendra Modi government.

Kant said environmental clearances, a major roadblock in mining activities, should be given at the time of award of the tender and not later.

“Environmental clearance is five-six years. It should be given with the tender or within three months of the award of the tender,” he said while addressing the audience in the presence of Minister of Mines Narendra Singh Tomar, inviting wide applause of those present at the event.

He said prospecting licence and mining lease should be given together to ensure return on investment for the company doing the prospect and also to cut time to begin mining. Currently, the two licences are awarded separately, with no guarantee that the company doing the prospecting will also get the licence to do the mining.

Prospecting alone takes several years and hence a surety of securing mining rights post prospecting will instil greater confidence in the private companies to bid for such projects.

Kant said the existing procedures for allocation of mines were outdated and needed an overhaul. He said landowners should be given the right to mine to encourage expansion in capacities.

7-8 per cent contribution of mining sector in GDP can create 25 million jobs in India

Mining was important in the ancient times and mining is important today and for the future survival of mankind.

If India’s global ranking in production of minerals is an indication, it would not be wrong to say that economies of other countries are growing due to sustainable mining and have been successful in addressing unemployment and poverty issues.

The development of natural resources dates back to about 50,000 years - in the Middle Paleolithic Chert mines of Nazlet Sabaha (or Safaha), a site on the western banks of the Nile River in Egypt. In India, Zinc mining dates back to over 3000 years in Rajasthan at Zawar.

India produces 87 minerals which include 4 fuel minerals, 10 metallic minerals, 47 non-metallic minerals, 3 atomic minerals and 23 minor minerals.

Mining was important in the ancient times and mining is important today and for the future survival of mankind. Development of natural resources is essential for sustaining economies as it gives birth to industrial development, ancillary industries, employment generation and prosperity. Employment generation is a key result but the end result is eradication of poverty.

But, in the last over a decade, the contribution of mining sector in GDP has been stagnant to nearly 1.2%, which is highly alarming. The Indian mining sector grew at a CAGR of 7.3% in the last decade compared to 22% in China in the same period. The mining sector in India employs a smaller percentage of India’s population, just about 0.3% as compared to 3.8% in South Africa, 1.4% in Chile and 0.7% in China.  It is also true that employment in the Indian mining sector has grown at a rate of 3% per annum over the last 10 years.

The McKinsey Global Institute report suggests that development of mining sector will be important if India has to achieve 7% plus GDP growth. The report further says that mining sector alone has the potential to create 6 million additional jobs by 2025. The sector can contribute an additional USD 125 billion to India’s output and USD 47 billion to India’s GDP by 2025. About five years back, in the year 2012, mining sector accounted for about 3 million direct jobs and additional 8 million indirectly.

The mining sector contributed 3.4% of India’s GDP in 1992-93, which declined to 3% in 1999-2000 and further to 2.3% in 2009-10. To mention, every 1% increase in the growth rate of mining sector results in 1.2% to 1.4% increment in the growth rate of industrial production and correspondingly increase of 0.3% in the growth rate of India’s GDP.

According to a report by FICCI, if India is looking to increase the share of mining sector to 5% of the GDP in the next 20 years, this sector would be required to grow at the rate of 10-12% annually.

The economies are simple. If India is unable to keep pace with the growing demand of infrastructure development, it would only be increasing the import bill. The import not only increases the cost but it also decreases the employment opportunities for the primary country.  This becomes important since India currently is dealing with about 30% of unemployed youth.

Example of Angul is unique. Due to Mahanadi Coal Field, large down-stream industries have been set-up and that has resulted in increase in Angul’s GDP per capita from INR 39,000/- to INR 101,000/-. Even the lowest income group in Angul has decreased from 67% in 2002 to mere 25% in 2012 and is expected to be less than 5% by 2025.

India is also far behind in expenditure towards exploration.  It accounts for only 0.3% compared to over 19% by Canada, 12% by Australia, 7% by United States, and 4.5% by China. The Geological Survey of India needs to expand its focus on baseline data generation to encourage exploration activities for the development of mining sector. Exploration in India is mostly limited to a depth of 50 to 100 metre as compared to 300 metres in countries such as Australia.

If India’s global ranking in production of minerals is an indication, it would not be wrong to say that economies of other countries are growing due to sustainable mining and have been successful in addressing unemployment and poverty issues. We being a country of huge mineral reserves and resources are lagging behind because we are still struggling to implement even the existing policies.

Self-declaration, simple policies and quick decisions are required to promote the mining sector. Policies of self-accountability with provision of stringent punishment will deter mining companies from doing anything wrong.

In India, even for obtaining mining lease, it takes minimum 1 years’ time, which can be extended even to more than 5 years, as compared to just 30 days in Canada and 60 days in Australia.

If the government wants to be a regulator and not the owner, then it should give a substantial space for the industries to develop the mining sector.

The fact is that we are already years behind, since mine development itself takes about 3-5 years and further setting up smelters for processing these minerals takes another 2-3 years, even if we start today, we would be able to achieve some results only by 2022.

To `Make in India’ we have to `Mine in India’ and if we can do this, we would be able to address large unemployment issues.

The strategic plan document by Ministry of Mines has very impressively highlighted improvement in the functioning of GSI, IBM, R&D projects and Human Resource Development as few of the key areas.

The demand of minerals will grow 4-5 times over the next 12-15 years against a backdrop of globally decreasing resources. There would be a huge demand for the metals in view of the rapid urbanization and growth in the manufacturing sector.

The mining sector aspires to contribute 7-8% to India’s GDP and if this happens, India would realize a GDP of 9% in the coming years. This is expected to create at least 25 million jobs, directly and indirectly.

But, above all, India will have an edge over other countries in terms of exports of these minerals, employment generation, eradication of poverty and taking a leadership position in the mining sector.

Who is paid Reporter Sandhya Ravisankar?

In fact, Sandhya Ravishankar is gang member who are threatening industrialist in a modern way and demand money. Both are criminals and they have tied up with  retired IAS officers and IPS officers. They are also in the part of gang.  They will collect money and share among them. A small portion is spending to the fellow reporters and some digital media’s. Some printed media’s who did not receive any advertisement from Mr.S.Vaikundarajan group companies also joined with them. The officers who are in service also by misusing the power do some wrong. A sizeable gang joined hands and is continuously harassing Indian Beach Mineral industries particularly VV Mineral and its owner Mr. Vaikundarajan to get money by threatening the beach mineral miners. For this they have already paid by the overseas competitors.  Moreover now there is an open talk among Chennai media people that, Sandhya Ravishankar has joined with Mr. Sabareesan and Mr. Anbil Mahesh and Mr. Udayanithi and this four people alone now operating DMK and they are planning to destroy MK Alagiri and Kanimozhi, we don’t know whether it is true or not?

About Bedi's Report

Please note Mr. Gagandeep Singh Bedi has personal enmity with VV Mineral from 1996 itself, when he was working as Sub Collector, Cheranmahadevi. Number of criminal complaints, human right violation complaints and contempt of court proceedings were initiated against him by VV Mineral. So Bedi openly told that, he will revenge VV Mineral. By smelling the same, VV Mineral filed writ petition in the
High Court with a request to change the officer instead of Mr.Gagandeep Singh  Bedi. Our competitor Mr. Dayadevadas requested that, instead of an officer, other state Retd. High Court Judge to be appointed on Bedi’s place. Since VV Mineral has no wrong, VV Mineral agreed the same. Accordingly Madras High Court vide its order in W.P.No.16716 and 19641 of 2014 dated 29.7.2015 replace Mr. Gagandeep Singh Bedi and appointed one Retd. High Court judge from outside of Tamilnadu. Since Tamilnadu Government want to use VV Mineral as scapegoat, to divert the attention of the general public from river sand issue, they filed appeal and got Stay order for the Single Judge order.

Unfortunately, Mr. Suresh appeared against VV Mineral in the previous case was appointed as Amicus in the present PIL. So on his request, Bedi prepared the inspection report damaging VV Mineral without complying the statutory requirements or without following the principles of Natural Justice. It is pertinent to point out here that, same type of inspection was carried out in Indian Garnet Sand Company, Trichy which belongs to our competitor Mr. Dhayadevadas by complying the following statutory requirements.

1)      Sending notice about the inspection by RPAD

2)      Inspection in the presence of the lessee, his Manager

3)      For the entire inspection, the lessees advocate was permitted to accompany.

4)      Entire inspection was video graphed, whereas non of the said guidelines have been followed in respect of VV Mineral, as, if Bedi follow the said procedure, he has to submit report that there is no wrong on VV Mineral. Since Bedi want to fix up VV Mineral, without following the above said guidelines, he prepared ex-party report behind the back of VV Mineral with the help of some officials from other districts. Now the matter is pending before the High Court.  Now our competitor’s aim  is by spread the news in the Media, they want to prejudice the judiciary against VV Mineral. With this aim, the illegally created report is highlighted and given top most importance. Let Bedi to produce a slender piece of evidence that, Bedi has send notice to VV Mineral or he inspected VV Mineral mining lease in the presence of VV Mineral owner or the company Managers or their advocates as done in Indian Garnet Sand Company, Trichy Inspection. So please note, the entire Bedi report is created without complying the statutory requirements and created with ulterior motive. Since the matter is in argument
stage, we could not reveal more information about the same.

Everybody know very well that, the Sahoo Committee was appointed by the Honourable High Court. They inspected and submit the following report which is published in Hindu on 02.06.2018 (attached). If we go through the same, VV Mineral and Transworld companies actual stock is not more than the declared stock. Everyone can find out the same. This alone will established that, who has done illegal mining.

Suppose Bedi told that lot of mineral was illegally mined, where is the stock? Is it exported through Tuticorin Port. Where is the proof? If we go through the above picture, we can find out who has the excess stock than the declared. But Bedi want to fix up VV Mineral. One officer who is enmity more than 20 years definitely use the chance to revenge the enemy. In case he make inspection in our company representative presence or permit us to participate the inspection, then it is ok. Without complying  any statutory requirement, an higher officer who has enmity  can give any type  of damaging report against any company. Is it fair?

When the private persons were quarrying river sand at District Level, the District Collector can able to take action. The shadow Govt., people want to usurp this river sand industry. So they make arrangement to file a writ petition in the High Court. The Government appointed one committee to prepare and submit a report in the High Court that the river sand should be mined by Government. The High Court also ordered accordingly. Now in the name of government, PWD department, the shadow people are minting money by looting all the rivers. A small portion is distributed among medias to divert the attention of the general public against some other issues. The Income Tax Raid in Sekar Reddy House establish the same. The Shadow Government people want to implement the same method in the beach sand industry also. So they approached Sandhya, who were appointed by Tamilnadu Beach Mineral Industries competitors and they all join together and create false stories every time. The published Bedi report also wrong one because the reports were prepared behind the back of the lessees. No proper notices, show cause notice and notice for inspection were issued. No proper procedures enumerated under law have been followed.  This report was prepared according to the advice of the shadow government people.

1)      Mr.Gagandeep Singh bedi did not follow the procedure before inspection as per act and rules.

2)      There is no notice produced to miners or association to witness their inspection of mining areas.

3)      No measurement is taken in the presence of the lessee or his representative as required in the Principle of Natural justice.

4)      No “atthachi” prepared in accordance with law at the time of inspection.

5)      Please note VV Mineral has obtained proper environmental as well as Pollution Control Board clearances. So mentioning about this by Bedi to prejudice the judiciary.

6)      The Bedi report did not mention VV Mineral has exported more than the royalty paid stock or they have exported the illegally mined stock by producing the figures of export either collected from the Customs or from the port trust or from the Ministry of Shipping etc, as, Bedi himself knows that, the entire mineral exported are royalty suffered minerals. But he want to fix up VV Mineral. So he mention VV Mineral.

இந்திய தாது மணல் தொழில் வளர்ச்சியால் உலக அளவில் இந்தியா முதலிடத்தை பெற்றது. வளர்ந்த நாடுகள் பல தங்களது வியாபார பங்களிப்பை இந்திய உற்பத்தியாளர்களிடம் இழந்தார்கள். இவர்கள் அனைவரும் சில அதிபுத்தி உள்ள கெட்டவர்களின் திட்டத்தோடு சில ஊடகங்களையும் கையில் எடுத்து இந்த தொழிலுக்கு எதிராக பிரச்சாரம் மேற்கொள்வதை வழக்கமாக கொண்டுள்ளார்கள். முன்பு அதிமுக ஆட்சியில் நிழல் உலக அரசு நடத்திய ஒரு குடும்பத்தினரை பற்றியும் ஆற்று மணல் கொள்ளை பற்றியும் எழுதாமல் இருக்க ஜீனியர் விகடன் பத்திரிக்கையில் உள்ள சில ஆசிரியர்கள் தங்களுக்கு சினிமா படம் எடுக்க நிதி வேண்டும் என பல கோடி பெற்று சினிமா படம் எடுத்தார்கள் என்பது ஊர் அறிந்த ரகசியம். அதே முறையில் விவி நிறுவனத்தை அணுகும் போது விவி நிறுவனம் பணம் கொடுக்க மறுத்ததும் இந்த பொய் பிரச்சாரத்திற்கு ஒரு காரணமாக இருக்கலாம். ஆனாலும் செய்தி தெரிந்ததால் நாம் உண்மை நிலவரத்தையும் நமது ஆட்சேபணையையும் முன் அஞ்சல் மூலம் ஜீனியர் விகடன் பத்திரிக்கைகும், இதர பத்திரிக்கைகளுக்கும் அனுப்பி உள்ளோம். இவர்களது நோக்கம் நீதித்துறையின் கவனத்தை திசை திருப்பி தாது மணல் தொழிலுக்கு இடையூறாக மாற்றுவது தான். இருப்பினும் உண்மை நிலையை தெரிவிக்க வேண்டியது நமது கடமை என்பதால் ஜீனியர் விகடனுக்கு அனுப்பிய ஆட்சேபணை மின் அஞ்சல் கீழே கொடுக்கப் பட்டுள்ளது.

“தாது மணல் விவகாரம் 2 - அணு ஆயத மூலப்பொருள்” என்ற தலைப்பில் 08.07.2018 தேதியிட்டு தாங்கள் வெளியிட்டுள்ள செய்தியில் குறிப்பிட்டு இருப்பவை உண்மைக்கு மாறானவை. உள்நோக்கம் கொண்டவை.

மோனசைட் என்பதில் இருந்து ரேர் எர்த் என்னும் உட்கூறுகள் மட்டுமே பிரித்து எடுக்க முடியும். அதில் உள்ள தோரியம் என்பது பிளவு படும் தன்மை உடையது அல்ல. எனவே அது எவ்வகையான அணுசம்பந்தப்பட்;ட பணிகளுக்கும் உபயோகப்படாது. மோனசைட் கதிர்வீச்சு உடையது என்பதால் கதிர்வீச்சில் பணியாட்கள் மற்றும் பொது மக்கள் பாதிக்கப்படக் கூடாது என அதனை தனியாக பாதுகாத்து வைக்க வேண்டும் என்று சில கட்டுப்பாடுகளை அரசு விதிக்கும். அவை செயல்படுத்தப்படும். மற்றப்படி மோனசைட் என்பது எந்த அணு சம்பந்தப்பட்ட பணிக்கும் உதவாது. அவை செறிவூட்டப்படவும் முடியாது. இந்த மோனசைட் அணு கனிமம் என இந்திய அரசு அணுசக்தி துறையால் அறிவிக்கை செய்யப்பட்டாலும் அணுசக்தி துறை கட்டுப்பாட்டில் உள்ள இந்தியன் ரேர் எர்த் நிறுவனம் மோனசைட்டை குவாரி செய்து வெளிநாட்டு தனியார் நிறுவனங்களுக்கு விற்பனை தான் செய்து வந்தது. மோனசைட்டிற்கு  சரியான விலை கிடைக்காததாலும் வெளிநாட்டிலேயே மோனசைட் மிக மலிவாக கிடைப்பதாலும் இந்திய அரசு நிறுவனமே மோனசைட் உற்பத்தியை 2004-ல் இருந்து நிறுத்தி விட்டது. இதனை பாராளுமன்றத்தில் வினா எண் 420 நாள் 26.11.14-க்கு பதிலாக மாண்புமிக அமைச்சர் அறிவித்தது இணையத்திலும் உள்ளது. இதில் இருந்து ஜீனியர் விகடன் பத்திரிக்கையில் பணி செய்யும் எந்த ஊழியரும் அல்லது ஆசிரியரும் அடிப்படை விஞ்ஞான அறிவு கூட இல்லாதவர் என்பது தெரிகிறது. தாங்கள் தாது மணல் தொழிலுக்கு எதிராக எழுதுவதை வழக்கமாக கொண்டுள்ளதால் இதனை மிகைப்படுத்த வேண்டும் என்று உண்மைக்கு புறம்பான தகவல்களை கூறி உள்ளீர்கள்.

பத்திரிக்கை சுதந்திரம் என்ற ஒன்றை வைத்து தாங்கள் வீண் வதந்தியை பரப்புவது நீதிமன்றத்தில் தற்போது நடந்து வரும் வழக்கின் நடவடிக்கைக்கு குந்தகம் விளைவிப்பதற்காகத் தான் இருக்கும் என்று நாங்கள் உறுதியாக நம்புகிறோம். எனவே நீதிமன்றத்தில் இதன் தொடர்பாக வழக்கறிஞரை கலந்து ஒரு மனு தாக்கல் செய்யவும் உத்தேசித்துள்ளோம். 

எங்கள் நிறுவனத்திடம் நாங்கள் எங்களிடம் இருக்கும் சரக்கை ஒப்புக் கொண்டுள்ளோம். இதுவே அணுகனிமம், வெளியே கடத்தப்படாமல் பாதுகாப்பாக இந்தியாவிலேயே வைக்கப்படுகிறது என்பதை நிரூபிக்கும். தாங்கள் கூறி உள்ள அனைத்தும் கற்பனையானவை. நீதிமன்றத்தில் வழக்கு நிலுவையில் இருப்பதால் இது பற்றி கூடுதலாக குறிப்பிட முடியாது. ஜீனியர் விகடன்  விவி மினரல் நிறுவனம் எப்படி மோனசைட் டெய்லிங்சை வைத்துக் கொள்ள முடியும் என ஒரு கேள்வி எழுப்பி உள்ளது. விவி மினரல் நிறுவனம் உட்பட நான்கு நிறுவனங்களுக்கு மோனசைட் டெய்லிங்சை வைத்துக் கொள்ள இந்திய அரசு அனுமதி அளித்துள்ளது. அவை இந்திய அரசின் நிர்வாக கட்டுப்பாட்டிலேயே இருக்கும். இந்த விபரங்களை ஏற்கனவே இந்திய பாராளுமன்றத்தில் வினா எண் 2654 நாள் 13.3.13-க்கு பதிலாக மத்திய அமைச்சர் தெரிவித்துள்ளார். அதனையும் நீங்கள் இந்திய அரசு இணையதளத்தில் பார்வையிடலாம். 

அணு ஆயுதம் அல்லது அணு மின் நிலையம் போன்ற எதற்கும் மூலப்பொருளாக உபயோகப்படாத மோனசைட் கனிமத்தை கதிர்வீச்சு வருகிறது என்ற ஒரே காரணத்திற்காக அணு ஆயத மூலப் பொருள் என பொது மக்களை ஏமாற்றும் வகையில் திரித்து பொய் செய்தி வெளியிடுவது பத்திரிக்கை தர்மமா என்பதை தயவு செய்து சிந்தியுங்கள்.

மூன்று மாதங்களுக்கு முன்பாகவே ஜீ.வி ஆசிரியர் குழுவிற்கு சினிமா படம் தயாரிக்க 50 லட்சம் ரூபாய் கொடுத்தாகி விட்டது. தொடர்ந்து 15 முறை விவி-க்கு எதிராக எழுத வேண்டும் என்பது தான் அதற்கு உள்ள நிபந்தனை என  எங்கள் போட்டி நிறுவனத்தினர் செய்தி பரப்பினார்கள். அது உண்மை என்பதை தற்போது ஜீனியர் விகடன் எழுதுவது நிரூபிக்கிறது. தயவு செய்து எங்களது இந்த ஆட்சேபணையை தங்களது பத்திரிக்கையில் அடுத்த முறை என்ன பொய் எழுதினாலும் நாங்கள் எழுதிய இந்த ஆட்சேபணையையும் சேர்த்து வெளியிடுங்கள்.

தமிழகம் தொழில் செய்ய உகந்த மாநிலம் அல்ல என்ற நிலையை எட்டி விட்டது.

ஒவ்வொரு மாநிலமும் மற்றும் தேசமும் தொழில் வளர்ச்சியை பெருக்குவதற்காக முதலீடுகளை ஈர்க்க பல்வேறு நடவடிக்கைகளை எடுத்து வருகிறது. இதற்கு காரணம் தொழில் வளர்ச்சி பெருகினால் மட்டுமே வேலை வாய்ப்பு பெருகும். அரசின் வருவாய் உயரும். மக்களின் வாழ்க்கை தரம் உயரும். ஆனால் துரதிஷ்டவசமாக தமிழ்நாட்டில் இதற்கு நேர் எதிர் மாறான நிலையே உள்ளது. அரசும் எந்த புதிய தொழில்களையும் கடந்த 10 வருடத்தில் தமிழகத்தில் துவக்கவில்லை. கடந்த ஒரு வருடத்தில் மட்டும் 50000 தொழில்கள் மூடப்பட்டுள்ளன. 5 லட்சம் நபர்கள் வேலை இழந்துள்ளார்கள் என்று அமைச்சரே சட்டமன்றத்தில் கூறும் நிலை உள்ளது. தொழில் அதிபர்கள் தங்கள் குறைகளை நிவர்த்தி செய்ய அரசு அதிகாரிகளை அல்லது தலைமை செயலரை சந்திக்க அனுமதி கேட்டால் எந்த பதிலும் கொடுக்கப்படுவதில்லை. எனவே தொழில் அதிபர்களின் குறைகள் நிவர்த்தி செய்ய முடியாத நிலையில் உள்ளது.

மேலும் மாமூல் கொடுக்காத தொழில் அதிபர்களை அரசே திருட்டு பட்டம் சுமத்தி முழு தொழிலையுமே இடையூறு செய்து பல ஆயிரம் தொழிலாளர்களின் வேலை வாய்ப்பை கெடுக்கிறது. அரசுக்கு ஏற்படும் வருவாய் இழப்பை கவனத்தில் கொள்ளாமல் தங்களுக்கு மாமூல் தர மறுத்ததால் பழிவாங்க வேண்டும் என்ற எண்ணம் மட்டுமே அரசின் கண்களுக்கு  தெரிகிறது. அந்த காலத்திலேயே கணக்கனை பகைத்தவன் காணி இழந்தான் என்ற ஒரு பழமொழி உண்டு. அப்படியானால் அரசின் கோபத்தை பெற்றால் என்னவெல்லாம் இழக்க வேண்டும். இதற்கு பொருத்தமான உதாரணம் தாது மணல் தொழில். தாது மணல் தொழில் நிறுத்தத்தால் மட்டும் தமிழக அரசுக்கு ஆண்டுக்கு 750 கோடி ரூபாய் இழப்பீடு மற்றும் 50000 தொழிலாளர்களின் வேலை இழப்பு மற்றும் இந்திய அரசுக்கு சுமார் 2000 கோடி ரூபாய் அந்நிய செலவாணி இழப்பு. இவை எதை பற்றியும் கவலை படாமல் மக்களின் கவனத்தை ஆற்று மணல் கொள்ளை விசயத்தில் இருந்து திசை திருப்ப தாது மணலில் தவறு நடந்திருப்பது போல் நிழல் உலக அரசே சித்தரித்து பிரச்சாரம் செய்வது தான் கொடுமையிலும் கொடுமை.

இவ்வாறு ஒவ்வொரு தொழிலாக தவறான காரணங்களுக்காக பொய்யான குற்றச்சாட்டுகளுடன் நிறுத்தப்படுவதால் தான் அமைதியாக தொழில் செய்ய வேண்டும் என நினைக்கும் தொழில் அதிபர்கள் தமிழகத்தை விரும்புவதில்லை என்ற நிலை ஏற்படுகிறது. முதன் முதலில் இதனை தைரியமாக ஒரு டிஜிட்டல் மீடியா செய்தியாக வெளியிட்டுள்ளது.

Prime Minister Shri. Manmohan Singh take steps to liberalize the beach mineral industry for the entry of foreign companies.

Realizing the potential of beach mineral industries, in order to enable to attract foreign investors and also enthuse local entrepreneurs to enter the field of Ilmenite mining and processing, the then Prime Minister Shri. Manmohan Singh through the High Level Committee of Nithi Ayog made suitable recommendations to delete Ilmenite from the list of atomic minerals, since these all are titanium minerals. Every year, Ministry of Mines published the Indian Mineral year book, which reflects that, V.V.Mineral has contributed 55% of the Ilmenite production in this country.  This is pride to every people in Tamilnadu.

உலக இருப்பில் 3-ல் ஒரு பங்கை இந்தியா கொண்டிருந்தாலும் உற்பத்தி அளவு மிகவும் குறைவு என்பதை உணர்ந்த பிரதமர் மன்மோகன் சிங் அவர்கள் திட்ட கமிஷனில் இருந்து ஒரு நிபுணர் குழுவை அமைத்து இது பற்றி பரிசீலித்தார்கள். இதில் அந்நிய நிறுவனங்களையும் அனுமதிக்க வேண்டும் என அந்த நிபுணர் குழு அறிக்கை செய்தது. அது http://planningcommission.gov.in/reports/genrep/rep_nmp.pdf ல் உள்ளது. அந்த அறிக்கையின் பக்கம் 168 முதல் 182 வரை தாது மணல் பற்றிய பரிந்துரைகள் உள்ளன. மேலும் ஒவ்வொரு ஆண்டும் இந்திய அரசு சுரங்கத்துறையில் இருந்து வெளியிடும் இந்தியன்  மினரல் இயர் புக் என்ற புத்தகமும் இந்தியாவின் மொத்த இல்மனைட் உற்பத்தியில் 55 சதவீதம் விவி மினரல் நிறுவனத்தின் பங்களிப்பு என்பதை வெளியிட்டு உள்ளது. இது ஒவ்வொரு தமிழனுக்கும் பெருமை அன்றோ!!!

Thanks to Shri. A.B.Vajpayee for notifying Policy on Beach Mineral, thereby increase the export value from 35 Crore to 2500 Crores per year.

Though India has 35% of the world stock of Titanium feed stock material, our export ratio is 0.001% only. Previously Indian Rare Earths Ltd, a Govt., company alone  permitted to mine and export Ilmenite. This resulted in a stage wherein India could not produce adequate Titanium feed stock despite the fact that we have 1/3^rd of the total world reserve. So Indian Producers were importing Ilmenite from foreign countries.    Realizing the fact, in 1998 the then Prime Minister Shri.A.B.Vajpayee announced “policy on beach minerals” which enabled private participation also in the field of Ilmenite mining and processing. The policy is available in http://www.beachminerals.org/wp-content/uploads/2015/11/17.-Policy-On-Beach-Mineral-Notification.pdf .   This has resulted in marching far ahead in the production of Titanium.  Before the announcement of the policy, total Indian Export in Beach Minerals are less than 35 Crore Rupees per year. Whereas now after the entry of private entrepreneurs, the export value increase to 2500 Crores per year. Hence lot of ancillary industries are growing in addition to huge revenue to State and Central Government and large number of employment generation.

மொத்த உலக இல்மனைட் கையிருப்பில் மூன்றில் ஒரு பகுதியை இந்தியா கொண்டிருந்தாலும், இந்திய அரசு நிறுவனம் மட்டுமே இல்மனைட் குவாரி செய்யலாம் என்பதால் இந்தியாவின் குவாரி விகிதாச்சாரம் உலக நாடுகளோடு ஒப்பிடும் போது 0.001 சதவீதமாக இருந்தது. இதனால் இந்திய டைட்டானிய உற்பத்தியாளர்களும் இந்தியாவில் ஏராளமான இல்மனைட் இருந்தாலும் கூட வெளிநாட்டில் இருந்து இறக்குமதி செய்யும் நிலையே இருந்தது. இதனை அறிந்த அப்போதைய பாரத பிரதமர் திரு. வாஜ்பாய் அவர்கள் 1998-ல் கடலோர கனிமங்களுக்கான கொள்கையை அறிவிக்கை செய்து அதன்படி முழுவதும் இந்தியர்களுக்கு சொந்தமான நிறுவனங்கள் இல்மனைட் முதலிய கனிமங்களையும் குவாரி செய்யலாம் என அறிவித்தார்கள். அந்த கொள்கை அறிவிப்பு http://www.beachminerals.org/wp-content/uploads/2015/11/17.-Policy-On-Beach-Mineral-Notification.pdf -ல் உள்ளது. மேற்கண்ட கொள்கை அறிவிப்பால் அதற்கு முன்பு ஆண்டுக்கு 38 கோடி ரூபாயாக இருந்த தாது மணல் கனிமங்களின் ஏற்றுமதி ஆண்டுக்கு 2500 கோடி ரூபாயாக உயர்ந்தது. இதனால் ஏராளமான உபதொழில்கள் பெருகியதோடு மட்டும் இன்றி மத்திய மாநில அரசுகளுக்கு அந்நிய செலவாணி வரி, ராயல்டி ஆகியவை வந்ததோடு ஏராளமான வேலை வாய்ப்பும் உருவாகியது.
