தமிழகம் தொழில் செய்ய உகந்த மாநிலம் அல்ல என்ற நிலையை எட்டி விட்டது.

ஒவ்வொரு மாநிலமும் மற்றும் தேசமும் தொழில் வளர்ச்சியை பெருக்குவதற்காக முதலீடுகளை ஈர்க்க பல்வேறு நடவடிக்கைகளை எடுத்து வருகிறது. இதற்கு காரணம் தொழில் வளர்ச்சி பெருகினால் மட்டுமே வேலை வாய்ப்பு பெருகும். அரசின் வருவாய் உயரும். மக்களின் வாழ்க்கை தரம் உயரும். ஆனால் துரதிஷ்டவசமாக தமிழ்நாட்டில் இதற்கு நேர் எதிர் மாறான நிலையே உள்ளது. அரசும் எந்த புதிய தொழில்களையும் கடந்த 10 வருடத்தில் தமிழகத்தில் துவக்கவில்லை. கடந்த ஒரு வருடத்தில் மட்டும் 50000 தொழில்கள் மூடப்பட்டுள்ளன. 5 லட்சம் நபர்கள் வேலை இழந்துள்ளார்கள் என்று அமைச்சரே சட்டமன்றத்தில் கூறும் நிலை உள்ளது. தொழில் அதிபர்கள் தங்கள் குறைகளை நிவர்த்தி செய்ய அரசு அதிகாரிகளை அல்லது தலைமை செயலரை சந்திக்க அனுமதி கேட்டால் எந்த பதிலும் கொடுக்கப்படுவதில்லை. எனவே தொழில் அதிபர்களின் குறைகள் நிவர்த்தி செய்ய முடியாத நிலையில் உள்ளது.

மேலும் மாமூல் கொடுக்காத தொழில் அதிபர்களை அரசே திருட்டு பட்டம் சுமத்தி முழு தொழிலையுமே இடையூறு செய்து பல ஆயிரம் தொழிலாளர்களின் வேலை வாய்ப்பை கெடுக்கிறது. அரசுக்கு ஏற்படும் வருவாய் இழப்பை கவனத்தில் கொள்ளாமல் தங்களுக்கு மாமூல் தர மறுத்ததால் பழிவாங்க வேண்டும் என்ற எண்ணம் மட்டுமே அரசின் கண்களுக்கு  தெரிகிறது. அந்த காலத்திலேயே கணக்கனை பகைத்தவன் காணி இழந்தான் என்ற ஒரு பழமொழி உண்டு. அப்படியானால் அரசின் கோபத்தை பெற்றால் என்னவெல்லாம் இழக்க வேண்டும். இதற்கு பொருத்தமான உதாரணம் தாது மணல் தொழில். தாது மணல் தொழில் நிறுத்தத்தால் மட்டும் தமிழக அரசுக்கு ஆண்டுக்கு 750 கோடி ரூபாய் இழப்பீடு மற்றும் 50000 தொழிலாளர்களின் வேலை இழப்பு மற்றும் இந்திய அரசுக்கு சுமார் 2000 கோடி ரூபாய் அந்நிய செலவாணி இழப்பு. இவை எதை பற்றியும் கவலை படாமல் மக்களின் கவனத்தை ஆற்று மணல் கொள்ளை விசயத்தில் இருந்து திசை திருப்ப தாது மணலில் தவறு நடந்திருப்பது போல் நிழல் உலக அரசே சித்தரித்து பிரச்சாரம் செய்வது தான் கொடுமையிலும் கொடுமை.

இவ்வாறு ஒவ்வொரு தொழிலாக தவறான காரணங்களுக்காக பொய்யான குற்றச்சாட்டுகளுடன் நிறுத்தப்படுவதால் தான் அமைதியாக தொழில் செய்ய வேண்டும் என நினைக்கும் தொழில் அதிபர்கள் தமிழகத்தை விரும்புவதில்லை என்ற நிலை ஏற்படுகிறது. முதன் முதலில் இதனை தைரியமாக ஒரு டிஜிட்டல் மீடியா செய்தியாக வெளியிட்டுள்ளது.

Prime Minister Shri. Manmohan Singh take steps to liberalize the beach mineral industry for the entry of foreign companies.

Realizing the potential of beach mineral industries, in order to enable to attract foreign investors and also enthuse local entrepreneurs to enter the field of Ilmenite mining and processing, the then Prime Minister Shri. Manmohan Singh through the High Level Committee of Nithi Ayog made suitable recommendations to delete Ilmenite from the list of atomic minerals, since these all are titanium minerals. Every year, Ministry of Mines published the Indian Mineral year book, which reflects that, V.V.Mineral has contributed 55% of the Ilmenite production in this country.  This is pride to every people in Tamilnadu.

Thanks to Shri. A.B.Vajpayee for notifying Policy on Beach Mineral, thereby increase the export value from 35 Crore to 2500 Crores per year.

Though India has 35% of the world stock of Titanium feed stock material, our export ratio is 0.001% only. Previously Indian Rare Earths Ltd, a Govt., company alone  permitted to mine and export Ilmenite. This resulted in a stage wherein India could not produce adequate Titanium feed stock despite the fact that we have 1/3^rd of the total world reserve. So Indian Producers were importing Ilmenite from foreign countries.    Realizing the fact, in 1998 the then Prime Minister Shri.A.B.Vajpayee announced “policy on beach minerals” which enabled private participation also in the field of Ilmenite mining and processing. The policy is available in http://www.beachminerals.org/wp-content/uploads/2015/11/17.-Policy-On-Beach-Mineral-Notification.pdf .   This has resulted in marching far ahead in the production of Titanium.  Before the announcement of the policy, total Indian Export in Beach Minerals are less than 35 Crore Rupees per year. Whereas now after the entry of private entrepreneurs, the export value increase to 2500 Crores per year. Hence lot of ancillary industries are growing in addition to huge revenue to State and Central Government and large number of employment generation.

Private Players has no Technology to process monazite. Hence the wild allegation against beach mineral industry is false.

The technology for processing Monazite is closely guarded secret available only with DAE. Even then M/s.IREL had to shut down their plant at Alwaye, Kerala for their inability to run the plant for technological challenges.  

In terms of the provisions of the Atomic Energy Act, the Atomic Energy department is empowered to notify any mineral which is used for production of atomic energy or research thereon as prescribed substances (which are exclusively controlled by DAE). But DAE notified all the placer minerals except Garnet and Sillimanite as prescribed substances keeping in view the job security of the employees of IREL and also to prevent competition in the business, even though mineral like Ilmenite, Rutile, Zircon has nothing to do with Atomic Energy production or research.

          Until 1998, notwithstanding the above fact, Govt. of India with the concurrence of Atomic Energy department permitted the private individuals and Indian owned companies to mine Garnet sand with the condition that the private lessees should hand over the tailings containing other placer minerals to Tvl.IREL after separation of Garnet from the beach sand.  Accordingly leases were granted to private individuals and Indian owned companies for mining Garnet alone.  In this connection it is to be pointed out that the Tvl.IREL was receiving the residuary tailings from the individual private lessees initially for a few years only.   Subsequently, they refused to receive the tailings on the plea that they themselves had huge stock of placer minerals at their stock yard. 

கனிம வளம் - சட்டமன்றத்தில் உண்மையை கூறிய அமைச்சர்

கனிம வள குத்தகைகள் மூலம் அரசுக்கு வருவாயும் ஏராளமான வேலை வாய்ப்பும் கிடைக்கின்றது. முன்பு இதற்கான அனுமதியை மத்திய அரசிடம் பெற வேண்டும். தற்போது மாநில அரசே அந்த அனுமதியை கொடுக்க வழிவகை உள்ளது. எனவே குத்தகைகள் வழங்குவதற்கு நடவடிக்கை எடுத்து வருகிறோம் என்றும், கடந்த ஆண்டு இல்லீகல் மைனிங்கிற்கு விதிக்கப் பட்ட அபராதம் ரூபாய் 20 கோடி. இந்த ஆண்டு அது 49 கோடி ரூபாயாக உயர்ந்துள்ளது என சட்டமன்றத்தில் அமைச்சர் குறிப்பிட்ட கொள்கை விளக்க குறிப்பில் குறிப்பிடப் பட்டது செய்தியாக வந்துள்ளது.

இதையே தான் நாங்கள் சொல்கிறோம். அரசுக்கு வருவாயும் ஏராளமான வேலை வாய்ப்பும் கிடைக்கும். தாது மணல் தொழிலை நிறுத்தி வைப்பதை விடுத்து அதனை இயக்க அனுமதித்தால் அரசின் வருவாயும் இரட்டிப்பாகும். வேலை பாதிக்கப்பட்ட 50000 தொழிலாளர்களுக்கு மீண்டும் வேலையும் கிடைக்கும்.

சென்னை : ''மீண்டும், கிரானைட் குவாரிகளை திறப்பதற்கான நடவடிக்கைகளை, அரசு எடுத்து வருகிறது,'' என, சட்டம் மற்றும் கனிம வளத்துறை அமைச்சர், சி.வி.சண்முகம் கூறினார்.

வேலை வாய்ப்பு :

சட்டசபையில், நேற்று கனிம வளத்துறை மானிய கோரிக்கை மீதான விவாதத்திற்கு, அமைச்சர் சண்முகம் அளித்த பதிலுரை: கனிம வளங்கள் வாயிலாக, இந்தாண்டு அரசுக்கு, 1,106 கோடி ரூபாய் வருவாய் கிடைத்துள்ளது. கனிம வள தொழிலில், பலருக்கு வேலை வாய்ப்புகளும் கிடைக்கின்றன. கனிம வளத்துறையில், 2,048 குத்தகைதாரர்கள் உள்ளனர்.

கனிம வளங்களை வெட்டி எடுப்பதற்கு முன், டில்லி சென்று, மத்திய அரசிடம் அனுமதி பெற வேண்டிய நிலை இருந்தது. தற்போது, அந்நிலை மாற்றப்பட்டுள்ளது. சென்னையில் உள்ள, மாநில சுற்றுச்சூழல் மதிப்பீட்டு குழுவிடம் விண்ணப்பித்து, அனுமதி பெறலாம். அதன்படி, கனிம வளத்துறை குத்தகைதாரர்களில், 599 பேர், தங்கள் குத்தகையை புதுப்பிக்க, மனு அளித்து உள்ளனர்.

We manufacture Titanium Dioxide Pigment from the raw materials Ilmenite, Sulphuric Acid,etc,. Our process is to digest Ilmenite in Sulphuric Acid in order to form Sulphate of Titanium as well as Iron and by further process the iron impurities are removed to make brilliant white Titanium Dioxide Pigment.

The byproduct Ferrous Sulphate is used as a micro-nutrient in soil conditioning and  any resultant acid is fully recycled/reused back to the process and rest are neutralized. 

Further we have installed world class German made Wet Electrostatic Precipitator (WESP) in order to have clear and emission free stack and AAQMS are installed all around our premises for monitoring the ambient air quality ,hence TNPCB monitors our air quality through Care Air Centre.

 After our takeover of the company in the year 2011, we have improved the process, product quality, effective recycling, etc, which had incurred huge cost to company by hiring reputed technical consultants across the globe. We are at par with the world class Titanium Dioxide Pigment manufacturers in terms of pollution abatement by implementing the above measures, post our take over in 2011.

At this juncture it has to be noted that our one month’s acid consumption is equivalent to Sterlite's one day production. So the magnitude of our acid handling is very low.

You had mentioned about your visit to Sterlite (Guided tour) and with respect to our company you did not even care to visit us or request us for the facilities we own.  You have merely visited some dump yard outside the factory premises which is located near both Sterlite, VVTI and few other chemical companies and conveniently pinned it on us.  Why was the justice of visiting the plant not offered to us and only to Sterlite?   This only pushes us to question your true intentions. 

You have stated that a person from a local village helped you in gathering information and framing allegations against our Organization. Now note that the same village person is  knocking on every chemical companies in that region and demanding Rs. 15 Lakhs for handing over the Photographs, which are irrelevant to us and also demanding Rs. 1 Crore to buy his land.  I am sure he has been making the same offer to Sterlite and other chemical companies in that surrounding as well.   Using such vested interest person’s information alone, with no further proof, you conveniently came to the conclusion that acid was dumped by us.  With this you also malign the name of our director (particularly one of several directors) and our company.  Does your conscience see this as a fairness?

Also it is surprising to note that you had great struggle to walk to an unfenced land, where you claim were threatened by unknown strangers and yet you decided to not file a police complaint as a law abiding citizen, rather describe it as a thriller experience in youtube.  Does it not sound strange?

If you have any fairness left in you, we request you to air this clarification along with the questions raised by us in your you tube channel and facebook page.  I know you will not promote this content even if  you decide to air it, as this will not sell well, like vilification of an individual which you did in your previous video.
