தாது மணல் தொழிலுக்கு எதிராக மாவட்ட உயர் அதிகாரியே செயல்படுவது பற்றி தொழிலாளர்கள் புகார்

தாது மணல் தொழிலாளர்களுக்கு எதிராக அரசு அதிகாரிகளே சதி வலை பின்னுவதை உயர்நீதிமன்றத்தில் இருந்து நியமிக்கப்பட்ட உயர் அதிகாரி ஆய்வுக்கு வரும் போது தாது மணல் தொழிலாளர்கள் நேரில் சென்று விளக்கம் அளித்தார்கள். சில குறிப்பிட்ட ஊடகங்கள் அதனை இருட்டடிப்பு செய்தாலும் உண்மையை உரக்க சொல்லும் டெக்கான் கிரானிக்கல் பத்திரிக்கை விரிவாக செய்தி வெளியிட்டது. அது பற்றிய விபரத்தை பார்ப்போம்.

தாது மணல் கனிமங்களை பிரித்து எடுப்பதில் நவீன தொழில் நுட்பம் பற்றி இந்திய அரசு விஞ்ஞானம் மற்றும் தொழில் நுட்ப துறையின் கருத்தரங்கம்

மனிதன் கற்காலத்தில் இருந்து நாகரீக காலத்திற்கு மாறியதே கனிமங்களை சுரங்கம் செய்ய கண்டு பிடித்த பிறகு தான். அதன் பிறகு தான் பல்வகை உலோகங்கள், நாகரீகம் எல்லாம் வளர்ச்சி அடைந்தன. தேசிய அளவில் பொருளாதார முன்னேற்றம் என்பதே எவ்வளவு கனிமங்கள் குவாரி செய்து எடுக்கப்பட்டு அவை மதிப்பு கூட்டு பொருளாக மாற்றப்படுகிறது என்பதை பொறுத்து தான். தாது மணல் கனிமங்களின் முக்கியத்துவத்தை அறிந்து இந்திய அரசு தொழில் நுட்பம் மற்றும் விஞ்ஞான துறை கனிமங்களை பிரித்து எடுப்பதில் நவீன தொழில் நுட்பங்களை அனைவரும் தெரிந்து கொள்வதற்காக கருத்தரங்கை நடத்தியது. இவ்வாறு கருத்தரங்குகளை இரண்டு அல்லது மூன்றாண்டுக்கு ஒரு முறை நடத்துவது வளர்ந்த நாடுகளோடு இந்தியா தொழில் நுட்பத்தில் போட்டி இட வசதியாக இருக்கும். 

சிறப்பு பொருளாதார மண்டலங்கள்; ‘மேட்’ வரியை நீக்க கோரிக்கை

புதுடில்லி : ‘சிறப்பு பொரு­ளா­தார மண்­ட­லங்­களில் உள்ள நிறு­வ­னங்­க­ளுக்கு விதிக்­கப்­படும், ‘மேட்’ வரியை நீக்க வேண்­டும்’ என, பி.எச்.டி., வர்த்­தக கூட்­ட­மைப்பு, மத்­திய அர­சுக்கு கோரிக்கை விடுத்­து உள்­ளது.

இது குறித்து, கூட்­ட­மைப்­பின் தலை­வர், அனில் கெய்­தான் கூறி­ய­தா­வது: ஏற்­று­ம­தியை மேம்­ப­டுத்­து­வ­தற்­காக, சிறப்பு பொரு­ளா­தார மண்­ட­லங்­கள் அமைக்­கப்­பட்­டன. ஆனால், அந்த நோக்­கம் நிறை­வே­ற­வில்லை. சீனா, சிங்­கப்­பூர், சவுதி அரே­பியா போன்ற நாடு­களை போல, சிறப்பு பொரு­ளா­தார மண்­ட­லங்­க­ளின் ஏற்­று­ம­தியை மேம்­ப­டுத்த தவ­றி­விட்­டோம்.

இந்த மண்­ட­லங்­கள், கடந்த நிதி­யாண்­டில், 537 லட்­சம் கோடி ரூபாய் மதிப்­பிற்கு ஏற்­று­மதி செய்­துள்­ளன. எனி­னும், பல்­வேறு கட்­டுப்­பா­டு­கள், வளர்ச்­சிக்கு தடை­யாக உள்­ளன; அவற்றை நீக்க வேண்­டும். இந்த மண்­ட­லங்­க­ளுக்கு வரிச் சலு­கை­கள் அளிக்­கப்­ப­டு­கின்­றன. இருந்­த­போ­தி­லும், சுல­ப­மாக தொழில் செய்­வது இன்­னும் பிரச்­னை­யா­கவே உள்­ளது.

குறிப்­பாக, நிறு­வ­னங்­க­ளின் லாபத்­தில், 18.5 சத­வீ­தம் மேட் வரி­யு­டன், இதர வரி­கள் வசூ­லிக்­கப்­ப­டு­கின்­றன; அவற்றை நீக்க வேண்­டும். இதன் மூலம், இம்­மண்­ட­லங்­க­ளுக்கு, அதிக அள­வில் நிறு­வ­னங்­கள் வரும்; ஏற்­று­மதி அதி­க­ரிக்­கும். இவ்­வாறு அவர் கூறி­னார்.

தாது மணல் தொழிலால் சிறுநீரக பாதிப்பு என்ற பிரச்சாரம் உண்மை அல்ல - சிறுநீரக மருத்துவ நிபுணர் ஆய்வறிக்கை இது உலகளாவிய நோய் என்பதை வெளிகொணர்ந்து விட்டது.

தாது மணலுக்கு எதிராக செய்யப்படும் இன்னொரு பொய் பிரச்சாரம் சிறுநீரக நோய் என்பது. இதில் முக்கியமாக கவனிக்கப்பட வேண்டியது 20 வருடங்களுக்கு மேல் இந்த தாது மணல் தொழிலில் ஈடுபட்டுள்ள எந்த தொழிலாளியும் அல்லது அவர் தம் குடும்பத்தினரும் அல்லது தாது மணல் தொழிற்சாலை அல்லது சுரங்க பகுதியை ஒட்டி வசிக்கும் பொது மக்களில் யாரும் இது வரை சிறுநீரக நோயால் பாதிக்கப்படவில்லை. இருப்பினும் இது பற்றி விரிவாக தெரிவோம் என நமது சங்கத்தில் இருந்து பல்வேறு சிறுநீரக நோய் நிபுணர்களிடம் கருத்துரை கேட்கப்பட்டது. அவர்கள் கூறிய கருத்து கீழ்கண்டவாறு.

1) தவறான மருந்து, மாத்திரைகள் அல்லது உலோகங்கள் அடங்கிய பஸ்பங்கள் ஆகியவற்றை சாப்பிடுவது சிறுநீரகத்தை பாதிக்கும்.

2) நாள்பட்ட நீரழிவு நோய் உள்ளவர்கள் சர்க்கரையின் அளவை கட்டுப்படுத்தவில்லை என்றால் அவை சிறுநீரகம், இதயம் உட்பட ஏராளமான உறுப்புகளை பாதிக்கும்.

3) இந்தியாவில் 17 சதவீத நபர்கள் ஏதாவது ஒரு வகை சிறுநீரக நோயில் பாதிக்கப்பட்டு இருக்கிறார்கள். இதிலும் மூன்றில் ஒரு பங்கினர் சிறுநீரக நோய் முற்றிய நிலையில் உள்ளார்கள் என்பதை ஹார்வேர்டு மருத்துவ கல்லூரி 13 மருத்துவ நிலையங்களோடு கூட்டு சேர்ந்து இந்தியா முழுவதும் ஆராய்ச்சி செய்து கண்டுபிடித்துள்ளது. 

4) உலகத்திலேயே வேறு எந்த நாட்டிலும் இல்லாத அளவு சுமார் 6 கோடி மக்கள் நீரழிவு நோயால் பாதிக்கப்பட்டுள்ளார்கள். இதில் பெரும்பான்மையானவர்கள் முறையான மருத்துவ சிகிச்சையோ அல்லது மருத்துவ ஆய்வோ மேற்கொள்ளவில்லை.

5) அவ்வாறு பாதிக்கப்பட்ட நீரழிவு நோயாளிகளில் 1.80 கோடி நபர்கள் (30 சதவீதம்) சிறுநீரகம் பாதிக்கப்பட்டு சிறுநீரக நோயினாலும் பாதிக்கபட்டுள்ளார்கள்.

6) 72 லட்சம் பேர் முற்றிலும் சிறுநீரகம் செயல் இழந்து நோயின் 5-ம் நிலைக்கு வந்து விட்டார்கள் அதாவது கிட்னி மாற்ற வேண்டும்  அல்லது டயாலிசிஸ் செய்ய வேண்டும் என்ற நிலைக்கு வந்து விட்டார்கள்.

7) இன்னொரு கொடுமையான செய்தி ஆண்டுக்கு 2 லட்சம் பேர் புதிதாக சிறுநீரக பாதிப்புக்கு உள்ளாகி வருகிறார்கள். இதில் 40,000 நபர்கள் மட்டுமே முறையான சிகிச்சை மேற்கொண்டு வருகிறார்கள். 

8) குறைந்த பட்சம் 20 லட்சம் பேருக்கு இந்தியா முழுவதும் டயாலிசிஸ் தேவைப்படுகிறது. ஆனால் ஒரு லட்சம் பேருக்கு மட்டுமே டயாலிசிஸ் மேற்கொள்ளப் பட்டு வருகிறது. சிறுநீரக நோயில் கடைசி கட்டத்தில் வந்தவர்கள் மட்டுமே டயாலிசிஸ் அல்லது சிறுநீரக மாற்று சிகிச்சைக்கு வருகிறார்கள். மருத்துவர்கள் கண்டுபிடிக்கும் ஆண்டுக்கு 2 லட்சம் பேரிலும் பாதிக்கு மேற்பட்டவர்கள் கடைசி நிலையிலேயே மருத்துவமனைக்கு வருகிறார்கள்.

9) உலகம் முழுவதும் சிறுநீரக நோய் உள்ளது. எனவே தாது மணல் தொழிலுக்கும் இந்த நோய்க்கும் தொடர்பு இல்லை. 

10) ஜப்பானில் 10 லட்சம் பேருக்கு 20 டயாலிசிஸ் சென்டர்கள் உள்ளன. ஆனால் இந்தியாவில் 25 லட்சம் பேருக்கு ஒரே ஒரு டயாலிசிஸ் சென்டர் உள்ளது. ஒரு ஆண்டுக்கு 4000 சிறுநீரக மாற்று அறுசை சிகிச்சை மட்டுமே இந்தியாவில் மேற்கொள்ளப்படுகிறது. ஆனால் இந்தியாவை விட கால்வாசி மட்டுமே ஜனத்தொகை கொண்ட அமெரிக்காவில் ஆண்டுக்கு 16000 சிறுநீரக மாற்று அறுவை சிகிச்சை மேற்கொள்ளப்படுகிறது. அங்கு தாது மணல் சுரங்க குத்தகை இல்லை என்பது மிக முக்கியமாக கவனிக்க வேண்டியது. 

11) சிறுநீரக பாதிப்பு எல்லா வயது தரப்பினரையும் பாதிக்கும். ஆனாலும் மேற்கத்திய நாடுகளில் வயது முதிர்ந்தவர்களை அதிகம் பாதிக்கிறது. ஆனால் இந்தியாவில் இளைஞர்கள் குறிப்பாக பணி புரியும் இளைஞர்கள் அதிகம் பாதிக்கப்படுகிறார்கள்.

இவை அனைத்தும் சிறுநீரக மருத்துவ நிபுணர் டாக்டர் பிரசாந்த் சி தீரேந்திரா என்பவர் 04.04.2016-ல் சமர்பித்த மருத்துவ ஆய்வறிக்கையில் இருந்து எடுக்கப்பட்டது.

மேலும் பாராளுமன்றத்தில் கேள்வி எண் 3291-க்கு பதில் அளிக்கும் போது மத்திய சுகாதார துறை அமைச்சர் அவர்கள் மத்திய அரசுக்கு சொந்தமான மருத்துவமனைகள் மட்டும் அன்றி மாவட்டம் தோறும் உள்ள அரசு மருத்துவமனைகளிலும் சிறுநீரக நோய்க்கு சிகிச்சை அளிக்கும் வசதியை இந்திய அரசு ஏற்படுத்தி வருகிறது என்று பதில் அளித்துள்ளார்கள். அதே போல் பாராளுமன்றத்தில் கேள்வி எண் 5218-க்கு பதில் கொடுக்கும் போது மேற்கண்ட தகவலை சொன்னதோடு பொது மக்களிடம் உடல் உறுப்பு தானம் செய்யும் விழிப்புணர்வை ஏற்படுத்த இந்திய அரசு நடவடிக்கை எடுத்து வருகிறது என்றும் மாநில அரசுகளோடு சேர்ந்து பெங்களுர், ஹைதராபாத், புதுச்சேரி, சென்னை, கல்கத்தா, அகமதாபாத், பூனே, சண்டிகார் மற்றும் திருவனந்தபுரம் நகரங்களில் விழிப்புணர்வு முகாம்கள் ஏற்பாடு செய்யப்பட்டதாகவும் உடல் உறுப்பு தான சட்டம் 2011-ஐ ஏற்படுத்தி உள்ளதாகவும் குறிப்பிட்டுள்ளார். 

மேற்கண்ட உண்மைகள் எல்லா மாவட்டங்களிலும் இந்தியா முழுவதுமே இந்த சிறுநீரக நோய் உள்ளது என்பதை நிரூபிக்கிறது.

தாது மணலால் கேன்சர் என்ற பொய்யர் கூட்டத்தின் பொய்யான பிரச்சாரம் தவிடு பொடி..!!!

தாது மணல் மற்றும் அணு மின் நிலையங்களால் கேன்சர் வருகிறது என்றும் இது பொது மக்களை பாதிக்கிறது என்றும் சில பொய் பிரச்சாரங்கள் சமூக விரோதிகளால் உள்நோக்கத்தோடு பரப்பப் பட்டு வருகிறது.  உண்மையில் தாது மணல் சுரங்கம் தமிழ்நாடு, கேரளா, ஆந்திரா, ஒரிசா ஆகிய நான்கு மாநிலங்களில் தான். ஆனால் இந்தியாவிலேயே கேன்சரில் முதலிடம் வகிப்பது உத்திர பிரதேசம். பிறகு மகாராஷ்ட்ரா, பீகார், மத்திய பிரதேசம், ராஜஸ்தான். இவ்வாறு தாது மணல் சுரங்கம் இல்லாத மாநிலங்கள் தான் கேன்சர் நோயாளிகள் அதிகம் உள்ள மாநிலங்கள் ஆகும். இதனை கேன்சரால் இறந்த மாநில வாரியான பட்டியல் உள்ளது. மேலும் அணுமின்நிலையம் அல்லது கதிரியக்கத்தால் கேன்சரால் பாதிக்கப் பட்ட பகுதிகள் பற்றி பாராளுமன்றத்தில் பாராளுமன்ற உறுப்பினர்கள் கேட்ட கேள்விக்கு பிரதமர் சார்பாக பாராளுமன்ற அமைச்சர் கொடுத்த பதிலில் கதிரியக்கத்தால் அல்லது அணு மின் நிலையங்களால் தான் 70 சதவீத கேன்சர் மரணம் வருகிறது என ஊடகங்களில் வந்த செய்தி தவறானது என்பதையும் அணு மின் நிலையங்களில் பணியாற்றும் 22,224 பணியாளர்கள் மற்றும் அவர் தம் குடும்பத்தினரை ஆய்வு செய்ததில் யாருக்கும் கேன்சர் பாதிப்பு இல்லை என்றும் குறிப்பிட்டுள்ளார்கள். அதே போல் அணுமின் நிலையம் உள்ள பகுதிகளில் ஒரு லட்சம் பேருக்கு 28.7 முதல் 87.4 நபர்கள் வரை கேன்சர் பாதிப்பு உள்ளது என்றும் சராசரியாக இந்தியா முழுவதுமே ஒரு லட்சம் பேருக்கு 78.8 சதவீதம் கேன்சர் பாதிப்பு உள்ளது என்பதை பாராளுமன்றத்தில் கேள்வி எண் 647-க்கு கொடுத்த பதிலில் உறுதி செய்துள்ளார்கள். 

மேலும் தமிழ்நாடு அரசு சுகாதார துறையும் மருத்துவ பரிசோதனை மேற்கொண்டு கேன்சர் சம்பந்தமான அறிக்கையை சட்டமன்றத்தில் சுகாதார துறை சார்பில் சமர்பித்தது. அதில் தமிழ்நாட்டில் சென்னை, காஞ்சிபுரம், திருவள்ளுர், கடலூர், கோயம்புத்தூர், கன்னியாகுமரி மாவட்டங்கள் தான் அதிகமாக கேன்சர் பாதிக்கப்பட்ட மாவட்டங்கள் என்பதை குறிப்பிட்டு உள்ளார்கள். தமிழ்நாட்டில் ஒரு லட்சம் பேரில் 65 ஆண்களுக்கும், அதே போல் ஒரு லட்சம் பேரில் 84 பெண்களுக்கும் கேன்சர் வருகிறது என்றும் தெரியப்படுத்தி உள்ளார்கள். இதனை தமிழ்நாடு அரசு சுகாதார துறை அறிக்கையில் 232-ம் பக்கத்தில் பார்க்கலாம்.

ஏற்கனவே தாது மணல் தொழிலாளர்களோ அவர் தம் குடும்பத்தினரோ எந்த நோயாலும் பாதிக்கப்படவில்லை என்பதை பதிவு செய்திருந்தோம். தற்போது தாது மணலுக்கு தொடர்பே இல்லாத மாவட்டங்கள் தான் கேன்சரால் பாதிக்கப் பட்டுள்ளன என்பதும் ஆவண படுத்தப்பட்டுள்ளது. போலி சமூக போராளிகள் என்ற பெயரில் பணம் பறிக்கும் மற்றும் பண மோசடி செய்யும் கும்பல்கள் பொது மக்கள் நலன் என்று தாது மணலுக்கு எதிராக திட்டமிட்டு செய்யும் பிரச்சாரங்கள் உண்மை அல்ல என்பதை மேற்கண்டவை நிரூபிக்கின்றன. தொழிலாளர் நண்பர்கள் இதனை மற்ற நண்பர்களுக்கும் சக தொழிலாளிகளுக்கும் தெரிய படுத்துங்கள். உண்மையை உரக்க கூறுவோம்..!!!

Thorium or monazite cannot be exported as there is no use - Atomic Energy Department Clarify

Every persons from DAE and AMD knows that Thorium cannot be used for illegal purposes and cannot be exported. They have issued two press release which is given below.

Though number of companies are permitted to store tailings with monazite, due to business motive the complaints will be lodged only against VV Mineral.

The   Policy on beach mineral notified by Govt., of India mentioned that monazite should be disposed by the concerned entity in accordance with the direction of the AERB for the future use of our nation. VV Mineral complied the same.

The National Mineral policy and Policy on Beach Mineral both insist maximum utilization and value addition.  V.V.Mineral activities are in accordance with the above two policies.

கட்டிடங்களின் தாழ்வான பகுதிகளில் கதிர்வீச்சின் அளவு அதிகம்

கல், மண், கட்டிடம் என அனைத்திலும் கதிர்வீச்சு. குறிப்பாக கட்டிடங்களில் தாழ்வான பகுதிகளில் கதிர்வீச்சு அதிகமாக இருக்கும். இதனை குறைப்பதற்கு சர்வதேச அணுசக்தி முகமை தேவையான நடவடிக்கைகளை எடுத்து வருகிறது. அந்தந்த நாட்டில் உள்ள அணுசக்தி துறை அதிகாரிகளும் பொது மக்களுக்கு உதவுவார்கள். அறையை மூடி வைக்காமல் காற்றோட்டமாக திறந்து வைப்பது கதிர்வீச்சை குறைக்க உதவும். இதனால் தான் மூடிய கிணறுகள், கழிவு நீர் தொட்டிகள் ஆகியவற்றில் திடீரென இறங்கும் தொழிலாளர்கள் மரணம் அடைவதோ..!!! ஒரு பேராசியர் கூறினார். வெகுநாட்களாக பூட்டி கிடக்கும் கட்டிடத்தை முதன் முதலில் குடியேறுவதற்கு முன்பு பூஜை, புனஸ்காரம் என செய்வது அதனை திறந்து காற்றோட்ட வசதி செய்து உள்ளே உள்ள கதிர்வீச்சின் அளவை குறைப்பதற்கு தான் என்று.. விஞ்ஞான பூர்வமாக அது உண்மை தான் போலும்.. எல்லோரும் கதிர்வீச்சு அபாயத்தில் இருந்து கொண்டு எந்த கதிர்வீச்சும் இல்லாத தாது மணல் தொழிலை அபாண்டமாக குற்றம் சாட்டி வருகிறார்கள்.

Govt., Company IRE Ltd also stop the monazite production, since there is no demand

The richest monazite available area is Manavalakurichi which is under IREL control. They get average 5,000 M.Ton of Monazite if they produce 60,000 M.Ton of Ilmenite. Whereas last 10 years their monazite production is less than 10 Ton for 60,000 Ton of Ilmenite. IRE Monazite permit statement is given below.

The reason for non production of monazite by IREL as explained by the Honorable Minister, there is no demand in the overseas market.

Real fact is no party will export monazite or Thorium. But this wild allegation is made only with ulterior motive.  The Tuticorin port authorities confirm that no monazite or Thorium is exported.

For export of Beach Minerals, Mining Law will not applicable and Tuticorin Port Trust confirmed there is no export of Thorium or Monazite

It is better to put the reply and note submitted by the Minister of Mines, in the Parliament Lok Shaba for starred question No. 192.

He clearly pointed out that “the MMDR Act applicable on all minerals except mineral oils “Natural Gas and Petroleum”. It fix up maximum area permissible and period of lease. State Govt.’s are competent to mineral concession. But cannot grant concession to any person unless such person satisfy such condition as may per prescribed.”  Before this Act, public and private entrepreneur are dealt with at par.

The aim of the Act is to conserve and develop Mineral. The main aim is maximum utilization of the mineral wealth for the development of nation.

Govt., company IREL started production 65 years back did not establish value added product. Whereas VV Mineral get ilmenite mining lease on 2002, started value added Titanium product within 10 years.

Allegation of export of Thorium

1.     Thorium is not a mineral.  But an element received from cracking monazite.

2.     The technology for cracking monazite not available with India

3.     Monazite is freely available all over India. Hence IREL itself stop production in 2004.

4.     The cost of monazite is less than other products. (Rs.3000 per M.Ton less than Garnet and Ilmenite price)

5.     There are facilities to find out monazite or other radioactive material enter the Port. Till now no material enter port.

6.     Since it is negative list of export, it cannot be exported either direct or indirect way.

The following letters from Tuticorin Port will establish that no export of Thorium or Monazite.

7. All export products, random samples will be taken by the customs and analysed their lab. If radioactive material is found, automatically the customs authority will black list the exporter and he cannot export in future. Hence no one will burn their finger for a meagre amount.

8.                 If monazite is present in any of these minerals above trace element levels then these minerals cannot be sold, transported or consumed in most of the world markets. Any heavy mineral found to contain even traces of monazite is automatically rejected by the customers.

9.                 Monazite occurs across the world and has been produced as a by-product of mineral sands mining in many countries such as Brazil,           Argentina, Australia, Malaysia, S. Africa, Madagascar, Mozambique, USA, Sri Lanka, New Zealand, China, Sierra Leone, Thailand, Vietnam, Russia, Estonia and India over the past almost 100 years. Since  it is easily available product all over the world, there is no need to export the same from India.

10.                 The Thorium  and Uranium available in the monazite cannot be used. At present researches are going on all over the world to find out the way to use it either in the Nuclear reactors or other ways.

Then why illegal mining complaint against VVM?

1.     To attract the overseas customers

2.     To prevent VVM from getting mineral concession

3.     To divert the officials attention against VVM

4.     To threaten the officials thereby prevent VVM from getting approvals

5.     Thereby continue the illegal mining in gigantic way

6.     To prejudice the judiciary against VV Mineral.

7.     To damage the established market and reputation of VV Mineral among overseas customers.

VV Mineral has no Need to involve Illegal mining

Entire coast of Tirunelveli District is granted mining lease to V.V.Mineral. Hence there is no need for VV Mineral to carryout illegal mining. There is no free hold govt., land to carryout illegal mining.

Abating to the coastal area, VVM acquired more than 1,000 Hect., and all of them are in ML applied list.  They have obtained court order to process the application as early as possible by Government. Hence the authorities inspected the area. Out of the total private beach mineral mining lease of 71, total 48 granted to VV Mineral and Transworld Garnet. Hence there is no need for illegal mining.

All VVM products are meant for export.  Hence the documents will be available with Port, Customs and Reserve bank, authorized agency bank etc.,. Hence there is no possibility for illegal mining.

All the VV Mineral units are bonded ware houses notified under foreign trade development act as 100% EOU. So the inward and outward all are monitored and entered by bonding officer a Superintendent of Central Excise. The Central Excise Dept., also carry out auditing once in a year.  In addition, the District Collector also check all the accounts along with the reports of customs authorities, while finalizing royalty account.  Hence there is no possibilities for illegal mining.

Transportation from mine is with valid gate pass on payment of advance royalty.  State, District and Taluk level Task forces are established including police officials. In addition to, not below the rank of Deputy Thasildhar in Revenue Department and Sub Inspector in Police department and forest officials are authorized to seize the vehicles if, it transport minerals without proper permission.

V.V.Mineral operations are under the EOU scheme from 1999 itself, so their operations are controlled by Central Excise Superintendent from 1999. Govt., of India also granted Green Card to VV Mineral for getting top most priority treatment from State and Central Govt., authorities.

The Monazite available in Dhayadevadas mining lease area is not accounted or not deposited with Government. Here is the proof.

Though Dhayadevadas mining area  contains radioactive material which was agreed by himself , he has not deposited to government or accounted for the same. Relevant portion of his mining plan is given below.

By making allegation against V.V.Mineral and there by diverting the attention of the authorities against VVM, he continued large scale looting of illegal mining without following procedures.  Already 10 years back, he was imposed 53 lakhs rupees fine for illegal mining, which is still pending.   During 2014 also another 39 M.Ton illegal mining was detected by Govt., and action was taken.

Dhayadevadas Federation is Bogus - Govt., of Tamilnadu Confirm and the Central Govt., team submit report that, there is no illegal mining against VV Mineral

In addition to this, the Govt., has clearly mentioned that “the Federation is not a Federation, but a company registered under company act and he alone is a lessee member on the Federation”.

The Govt., further pointed out that the allegation of inflated reserve in the mining plan is false.  ....... The complaint petition himself accepted that the placer minerals are richly available in the Southern District of Tirunelveli, Tuticorin and Kanyakumari and submitted their report, after verifying the export details obtained from the customs authorities. They have made it clear that all the allegations are false.

Previously also based on his complaint Govt., constituted  a committee consisting of Atomic Minerals Division, Ministry of Mines and State Director of Geology officials.  They inspected all the area of V.V.Mineral along with 2 executive magistrate and submitted parawise reply to all his allegations.  They have also reported that there is no illegal mining. There is no violation. VVM lease areas are replenishable areas. The above report is available in Ministry of Mines.

He again made complaint through his henchman Mr.Sundaram.  (The nexus between both are mentioned in video available in http://www.beachminerals.org/video-home/ . The State and Central Govt., officials jointly inspected all the areas and surrounding areas and enquired and submit report that the complaints are false. Hence this will establish that all the allegations are due to business motive without any evidence.

This all will establish that due to business rivalry wild complaint petitions are made against VVM.

As per AERB letter the mineral sand processing plants has to get license from AERB. But Dhayadevadas did not get license. No authority is ready to take action against him.  But VV Mineral got license for their entire operation. Relevant documents of AERB is given below.

Govt., of Tamilnadu confirmed that, VV Mineral has no wrong. But Dhayadevadas is the real culprit.

Again Dhayadevadas made lot of complaints in various names. After through enquiry the Govt., Principal Secretary send report to Central Govt., during July 2013.

The above letter pertaining to total 10 complaint petitions. All the 10 petitions, he made total 40 allegations. The Govt., has categorically refuted all the allegations after detail enquiry.

100% verification made by special team and find allegation against VV Mineral is due to Business motive - Tamilnadu Govt., inform to Govt., of India

Until now more than 300 writ petitions, 20 civil suits and 10 criminal complaints more than 1000 of complaints petitions  filed by him in various names against V.V.Mineral. All are  dismissed after detail enquiry by the authorities. Since  in all the developed countries, the customers will not purchase material, if it is illegal mining, hence every time he make the allegation that VVM is doing illegal mining. This is his modus operandi.

Based on the order of the Honorable High Court in a writ petition filed by one Thiru. Appu Nadesan, the Govt., found that Dhayadevadas has done illegal mining for more than 39 lakhs M.Ton and Govt., seized 14 lakhs M.Ton illicitly mined, stored and transported mineral from his factories after issuing registered notice and inspected in the presence of the lessee and his Manager and his advocate.

Dhayadevadas feels that this is because of V.V.Mineral complaint.  Hence he makes vigorous complaints against V.V.Mineral through his name and through hired persons name.

Mr.Sundaram also one of the person hired by him. If you open the blog http://mraja2013.blogspot.in/  You can find out that Mr.Sundaram is acting on behalf of Dhayadevadas.

The nexus between Sundaram and Dayadevadas was captured by the Beach Minerals Producers Association and they publish the video in their web site. http://www.beachminerals.org/video-home/ .

The above motive was well known to all the persons. Since Dayadevadas was backed by one Member of Parliament Danuskodi Athithan, he can able to get lot of complaint petitions from lot of member of Parliament.  He get signature  from more than 27 members of Parliament and submit complaint against VVM with wild allegations. The Govt., constituted a High Level Committee and made 100% verification and checked all the accounts and submitted detailed reply to Govt., of India during 2004. It  categorically reported that there is no illegal mining activity carried by VVM.  They have valid clearances.  The mining area contain 0.11% of Monazite. Hence handing over of tailings to IRE Ltd is not worth.

On the above said report, the Govt., The Govt., further reported that

 (2) the allegations are evidentially based on inter rivalry of business groups.

(5)  No illegal mining storage and clandestine export or transportation of prescribed substances by VVM.

(7) 100% verification of lease hold areas, factories, records and report of the port authorities Tuticorin established that no monazite has been either legally or unauthorizedly moved out of this country.

The above said Govt., report contain gist of complainant and remarks of the Government.

They have give findings for all the 52 allegations made by Dhayadevadas and other member of parliaments.  The above said report was send to all the departments. 

CBI directed the Company Registrar to take action against the bogus Federation used for making False complaint

In getting mining lease on Govt., land there is rivalry between VVM Partners and Dayadevadas.  Number of the writ petitions filed by both the parties will establish the same.

Rivalry in getting mining lease starts from 1997 .

He filed writ petition against Kumari Minerals (presently V.V.Mineral) through his henchman Mr.Arul Sigamani which was dismissed by the High Court and by division bench and SLP by Supreme Court. Hence from 1989, he made lot of complaints in various names. The Federation of Indian Placer Mineral industry is a company registered only for making complaints. Hence this federation is a bogus. On complaint the CBI has directed Regional Director of Company Affairs to take action against the Federation.
